Lady Sabitha Frey brings an old debt to Rhaenyra’s council
House of the Dragon brings House Frey back into play as Sabitha presses Rhaenyra over Harrenhal and the bargain made with Jace.

Rhaenyra Targaryen’s Small Council has a new face, and she arrives with a grievance already sharpened.
In House of the Dragon Season 3, Lady Sabitha Frey, played by Sarah Woodward, takes a seat at Rhaenyra’s table after a tense exchange in the Red Keep. The appointment comes as Rhaenyra tries to answer a complaint from House Frey: the family says it was promised Harrenhal in exchange for its loyalty and military help.
According to the episode, Rhaenyra frames the council place as compensation for House Frey’s support. Sabitha pushes back, saying Harrenhal was meant to be the reward after the Freys allowed Rhaenyra’s Winter Wolves to cross at the Twins, a promise she says was made by Rhaenyra’s son.
Rhaenyra cuts the argument short with a look, and Sabitha takes the seat. The problem underneath that chilly moment is bigger than one awkward council meeting.
Who is Lady Sabitha Frey?
Lady Sabitha Frey is the head of House Frey in the HBO drama. Viewers previously met her in Season 2, episode 5, when Jace, played by Harry Collett, visited the Freys to strike a deal.
That meeting included Sabitha and her husband, Lord Forrest Frey, played by Kenneth Collard. Their family controls the Twins, the key crossing that can let armies move where they need to go. For Rhaenyra’s side, that access mattered.
During the Season 2 talks, Sabitha raised Harrenhal as part of the bargain. Jace responded that Rhaenyra would want more than the crossing for such a prize. When Sabitha asked what Rhaenyra desired, Jace answered: “Bent knees.”
By Season 3, Sabitha’s irritation makes sense inside the show’s political math. House Frey allowed the Starks to use its crossing, but Harrenhal has not been handed over to them. Instead, Rhaenyra has offered Harrenhal as the reward for the head of Aemond, played by Ewan Mitchell.
That leaves Sabitha with a council chair, but not the castle she says her house was promised. The exchange also signals a fresh pressure point for Rhaenyra, whose side depends on keeping allies close while the war with Team Green continues.
The episode does not present the matter as settled. Sabitha accepts the place on the Small Council, but her complaint makes clear that House Frey believes the original bargain has not been honored.
